The Congressional Budget Office and the Committee for a Responsible Federal Budget estimate insolvency by that date. The acceleration is caused by the One Big Beautiful Bill Act (OBBBA), signed into law in July 2025. The act introduces a $6,000 senior deduction that reduces revenue from taxing benefits and implements mass deportation policies that shrink the workforce, reducing payroll tax revenue. The Social Security Office of the Chief Actuary Actuary estimates these changes will reduce program revenue by $168.6 billion between 2025 and 2034. This reduction in revenue reflects the cost of the $6,000 senior deduction and the loss of payroll taxes from a shrunken workforce.
