These rates are the result of insurers increasing premiums to cover legal costs driven by fraud rings and personal-injury litigation. One such scheme involves a lawsuit alleging the Ikhilov Law Group operates a scam using medical providers to file bogus liability claims against FedEx. Governor Kathy Hochul is pushing for reforms to reduce these costs. Average New York rates grew 13.1% in 2024 and 11% last year.
