The Maine Bureau of Insurance saved residents and businesses $5.8 million in 2025 by limiting rate increases in both auto and homeowners insurance. This total includes $2 million in prevented auto insurance costs and $3.8 million in savings from homeowners insurance rate oversight. The bureau also recovered $4.5 million for consumers through its dispute resolution efforts.
The bureau approved flat auto insurance rates for 2025, affecting more than 900,000 policyholders. This rate freeze helped maintain Maine’s status as the most affordable state in the U.S. for auto insurance, with an average annual premium of $926 in 2023, compared to the national average of $1,438.
In the homeowners insurance market, approved rate changes led to an average increase of 2.9% in 2025. The bureau’s review process, which included rejecting or modifying some proposed increases, saved homeowners an estimated $3.8 million.
Beyond rate reviews, the bureau returned more than $4.5 million to residents and businesses in 2025 by resolving issues like denied claims, underpayments, and incorrect charges. The Consumer Health Care Division handled 3,125 inquiries and investigated 324 complaints, recovering $1.5 million. The Property and Casualty Division responded to 4,145 inquiries and investigated 290 complaints, recovering more than $3 million.
