Rental and car-sharing operators will face higher compliance and technology costs, potentially trimming margins or leading to fee increases. These costs stem from the implementation of stronger ID verification, higher deposits for premium cars, and the time-intensive integration of GPS immobilizers and real-time data sharing with insurers.
This shift follows an April 11 police raid on 16 sites across Berlin and Brandenburg targeting alleged illegal luxury car rentals. Authorities seized high-end vehicles, including Rolls-Royce and Audi RS6 models, and confiscated assets totaling €1.1 million. Investigators are probing suspected insurance fraud, forgery, and money laundering, as well as links to organized crime networks that exploit premium financing and staged loss claims.
German motor insurers may see near-term pressure on loss ratios if hidden fraud rings are widespread. In response, insurers are expected to implement tighter underwriting and stricter renter verification for high-performance models, alongside longer claim investigations to validate ownership and mileage.
Compliance and tech costs will trim margins or lead to fee increases for mobility operators.
